You misunderstand. procmail filters mail as it comes *in* to a system.
It has nothing to do with the address we *reply* to. That is ultimately
controlled by the user sending the mail. Myself, I make it a habit to check
and edit my headers before sending, such that I always send my replies to
the canonical list address.

However, the vast majority of people simply hit "Reply all" and send to
whatever addresses were listed, without even looking. Among other things,
this aggravates the problem you describe. It also means when someone else
replies to a post I make, I usually get the message twice: Once for the
message they send to the list address, and once for the message sent
directly to me. This is the start of what I call "List header cancer",
where the "To" line of any list discussion gradually grows larger and
larger, as every person to ever reply gets added to the "To" header.

This is why I favor "Reply-To Munging Considered Useful" [1]. However,
some time ago, GNHLUG took a vote, and more people favored "Reply-To Munging
Considered Harmful" [2]. I stand by that decision, but it means we have to
live with problems like this. TANSTAAFL.
