It's because fd.o has a similar policy, yes. There's no global namespace on the 
fd.o gitlab, but new namespaces aren't allowed. We end up having to put 
critical pieces of software in our own namespaces, which just makes it that 
much harder to maintain collectively as we used to every single piece of GNOME 
software.
