That distinction is one we started to make when moving to gitlab. Right, didn't want to get long here. But there is indeed a difference between before and now for two main reasons: 1. We now have a hierarchical repository namespacing, with clear names on them 1. LDAP mapping to GitLab permissions only allow admins to create new repos in the GNOME namespace. Changing this would mean everyone to have edit access to everything in the GNOME namespace (changing everyone's permissions from developer to maintainer). There are a couple of private tickets already in place for this.
