Right, didn't want to get long here. But there is indeed a difference between 
before and now for two main reasons:
1.  We now have a hierarchical repository namespacing, with clear names on them
1.  LDAP mapping to GitLab permissions only allow admins to create new repos in 
the GNOME namespace. Changing this would mean everyone to have edit access to 
everything in the GNOME namespace (changing everyone's permissions from 
developer to maintainer). Unfortunately there isn't a more granular ACL for 
GitLab.

We have discussed them in working group sessions (a couple of us interested on 
the topic meet and work on it), which are not minuted. There are a couple of 
private tickets already in place for this. Not very transparent, we would have 
to think what can we share and where to make it efficient.
