Well it is called "GNOME Icon Theme" under "Projects" in the sidebar at: http://art.gnome.org/
So I'm 99.9% sure this is the refreshed icon set for new releases of GNOME. A lot of them are pretty much the same, just nicer looking. If you want to know with absolute certainty, I would get on their mailing list or head over to their IRC channel and ask. Hope that helps.
