No. You simply install the extension by flipping the switch, and clicking "Install". Ta-da, static workspaces. The number of workspaces has to be changed either with GConf (or gsettings if you're using a recent mutter), or by installing the "Frippery Bottom Panel" extension and right-clicking on the workspace selector.
