You consider installing an extension to be configuration?
OK, when I say configuration, I don't mean installing an extension that
puts a workspace manager where ever the author of the extension decided
it should go.
I also don't consider configuration editing a database.
I consider configuration having an application where an every day user,
can customize something (like theme).
I don't consider having knowledge of JavaScript or understanding a DB
schema "configuration".

No. You simply install the extension by flipping the switch, and
clicking "Install". Ta-da, static workspaces. The number of workspaces
has to be changed either with GConf (or gsettings if you're using a
recent mutter), or by installing the "Frippery Bottom Panel" extension
and right-clicking on the workspace selector.

Is this another one of those "configurable" items that requires editing the
GNOME Registry?
Perhaps there should be a GNOME Config GUI for all this.

Would it be possible to make it such that the dock can be moved to
