   AFAIK, the FSF isn't exclusive licensor of assigned
   stuff. Assignors reserve and retain right to license assigned stuff
   under any terms they like. At least that's how IBM assigned the
   stuff to the FSF.

FSF grants back the right to let IBM (and voluenteers) to use the code
as they see fit, but they are still the sole licensors of the code and
could choose not to do this.  IBM is for example not the copyright
holder of GCC, or any parts of code which it has contributed, it is
the FSF, if you have trouble beliveing that, check the copyright
notices.
