Combined works that include GPLed code must be licensed as a whole under the GPL, and then also under the conditions imposed by the non-GPLed components. If all the conditions can be simultaneously satisfied, then the combined work may be copied and distributed, otherwise it may not.
Don't you know that the ASF doesn't agree with the FSF regarding purported "incompatibility" to the GPLv2?
