Ahh! 
I tried just \break but it didn't seem to have any effect. So lily will
break a line only at a bar, even if it's invisible?!

I now get several of these for each "empty" bar:

warning: lily-guile: Unknown bar glyph: `empty'
warning: lily-guile: Unknown spacing pair `Left_edge_item', `begin-of-note'

but I /do/ get the desired output so I don't care.
