Gnucash presently offers no help with the task of closing the books at the
end of the year.  You must do that yourself, most likely by closing the
books, renaming the file from, say, dhh.xac to dhh.xac.1999, creating a new
dhh.xac, creating all the needed accounts (less those you no longer need),
and entering last years closing balances as this years opening ones.

That will get rid of your dead accounts.
