You need a plain kok.po because that's what's in the language list when you add 
it in system preferences. The easy way to test is to just add a symlink in 
$PREFIX/share/locale, e.g.:
  ln -s $PREFIX/share/locale/kok@devangari $PREFIX/share/kok
