In case you two are talking about a yet unreleased version, I apologize for introducing noise, but I'm using 2.6.16 on OS 10.12.5 and, from the Help > Tutorial and Concepts Guide, Chrome opens up an unstyled page from file:///private/var/folders/... and the links it contains work just fine.
