I had the same "Entry Point Not Found : The procedure entry point clock_gettime32" error moving to 5.13 What worked for me was to delete the C:\Program Files(x86)\gnucash folder after uninstalling 5.12 and before installing 5.13

I believe the development team is working on it.  In the interim, if you are 
one of the unfortunate individuals who has this issue, your best bet is to go 
back to 5.12 for now until the issue is resolved.  I hear they are close to a 
fix.  BTW — I suspect (but an not sure) that it is a specific Windows 
permissions issue.  Windows 11 has hardened the permissions and some of 
GnuCash's older components are not conforming to the new hardening rules.  This 
maybe part of what is getting in the way (just a  guess on my part).

Subject: [GNC] [5.13] Error messages after upgrading from 5.12 in Win11

I am seeing two error messages after upgrading from 5.12 to 5.13 in
Windows 11 that are preventing Gnucash from running.

I have run gnucash-5.13.setup.exe as Administrator, clicked Run Anyway
after Windows Defender SmartScreen issued its warning, seen 5.12 being
uninstalled and 5.13 placed in its folder as usual. I have added a
Taskbar icon and tried to run gnucash from it just like I am used to and
I see the two popups...

gnucash.exe - Entry Point Not Found : The procedure entry point
clock_gettime32 could not be located in the dynamic link library
C:\Program Files(x86)\gnucash\bin\libstdc++-6.dll

gnucash.exe - Entry Point Not Found : The procedure entry point
pthread_cond_timedwait32 could not be located in the dynamic link
library C:\Program Files(x86)\gnucash\bin\libjavascriptcoregtk-3.0-0.dll

This is the first time I have seen these messages and a reinstall of
5.12 resolves the issue. Any clues?
