Win10 has it too. That is the 'unblocking' procedure I outlined several messages ago. It is done in Properties on the file in question. But that only stops you from executing 'allegedly unsafe' downloaded .exe files. Barry can't even get his browser to download the file it seems.

Though as Ken noted, there are likely other things at play, in particular Barry hasn't yet indicated turning off Avast entirely as a check, or any indication of trying alternate browsers.
