OK, once again thanks for all the comments and advice.
Afaics I don't get at any point, an option to "get out" such as has been
suggested, I haven't found in avast, for example, how to suspend it, I
get no 'properties' prompt.
So, am I particularly stupid.....

them -- they are what is blocking you. If you turn them both off and
you are still being blocked -- then there is something else in you way

server that is blocking? See what I am driving at -- there are only
certain things that can block you from downloading a file --
anti-virus, windows defender, a firewall rule, something in your
router, etc. If each one of those allows it -- you should be ok . If
one of them is denying you access -- you just need to find which one
it is.

Subject [GNC] Warning Chat GPT
As some of you know my PC, has refused to allow me to download an
updated version of GNU, for reasons unknown, even on here.
As a desperation move it being year-end and the fisc will be looking
to be paid, I reverted to Chat GPT to see if I could find a solution.
After THREE days of interaction with Chat, I got NOWHERE, except to
be informed that my MS on Windows 11 was now in a state where I could
only reset it and lose everything and install a new version.
WARNING, that isn't true, today I started the PC and all is as it
was, BUT, I will back up everything, just in case.
I still have the issues with downloading an update of GNU......
