I just tested the Scheduled Transaction Editor and it does the same for me, just acts as a scroller within the transaction list, but does not switch between tabs.

I also tested a Bill. It bounces back as beginning of line/end of line in the last line of the Notes field, unless I deliberately click on a line item, in which case it will switch to the next tab, but if I end up switching back to that Bill, it will again bring focus to the Notes field and get 'caught' there.

Just adding some of my own observations here.  For me (on Windows 11 Home and GnuCash 5.13) I also see Ctrl-Page-Up and Ctrl-Page-Down not working properly in the Accounts tab.  But I also see it not working in the Scheduled Transactions tab as well.

If I'm in any Register tab -- or even in a Reports tab -- the Ctrl behavior functions normally as expected.
