I ran a quick test wherein I set Preferences>Accounts>Default Currency to AUD (my locale settings are all United States) and created a customer. The currency in the Billing Information tab was AUD.
But note that the preference has two values: Locale and Choose. Locale is the default. Note as well that Locale doesn’t *necessarily* mean the system locale: That can be overridden by setting $LANG or one of the $LC_XXX variables in the environment or the share/etc/gnucash/environment (or environment.local) file. Another thing to remember is that default currency is a preference not a book property, a long standing annoyance for users who need to have different currency defaults for different books.
