I don't think there is a bug as long as Preferences are set correctly. (which I haven't seen noted yet by the OP, apologies if I missed it)

Preferences > Accounts > Default Currency should be set in this case to "CAD (Canadian Dollar)", *not* "Locale" since that is USD by virtue of en-US set for the OS.

With that correct, every new account created and every new Vendor, Customer and Employee created *should* default to CAD.

Any non-conforming existing entities would have to be manually edited.

If this is already set correctly, then yeah, it's a bug.

@Yazad: respectfully, my view is that you've told the software it's running in the US, and so it's reasonable for it to assume new vendors use USD. The basic mixup here is that so many Canadian machines are set up with a US locale. Better to correct that than to try to make Gnucash work around the misconfigured OS. Gnucash is doing what it should.

The fine manual says

Payment Information - Currency - specifies the payment currency for this vendor. It will default to the default currency set in Preferences

which is why I think it is a possible bug that it is getting it from the OS.
