(Self-replying) maybe the following is fixed, which solves the question and I should remove it from the wiki page

* if your !PostgreSQL server is listening on a port other than 5432:
      * edit =bootstrap_gm_db_system.py=
* comment out line line 125 (=port = '' # to allow local connections=)
         * this is fixed in the next release
