It is still true. The dh-install* only covers the default case.

Those are still necessary - if you want to *upgrade* an
existing databse. The bootstrap-latest.sh and dh-install*
both set up a *brand new* database - always of the latest
version so there's no upgrade necessary there. But later, if
you want to keep up you'll have to upgrade.
