(As a side note... I'm working on a QA framework and new binary format, but if there's some python bindings for manipulating deb files I could probably hook up the whole thing to spit out debs directly)
As said previously, .deb files are just "ar" archives (not "tar", that was slightly wrong). Just extract the files and ignore the ones you don't care about.
