The motion which was proposed by member Rohidas Naik evoked strong
support from the members. Naik pointed out that the government should taken
an immediate decision on the proposal of maintaining 75-metres as a setback
on both sides of the highway. Asserting that maintaining a total setback of 150
meter amounts to doing injustice to the people, Naik said this provision should
not be applied at a small state like Goa.
He suggested to the government to keep only 25 meter setback on both sides
of the highway, which was supported by the members.Participating in the
discussion, member Nelly Rodrigues said the move will put the people, whose
houses are located within the setback area, into lot of inconveniences. She said
the government's proposal has ulterior motives and called for an urgent decision
on the matter.
The meeting also saw members complaining to the Chair about missing files,
non-payment of bills to the contractors, uncompleted works etc. Fatorpa ZP
member Prakash Velip brought to the notice of the Chair that eight files
pertaining to repairs of Government primary schools in his constituency
has gone missing from the office.He pointed out that these files are untraceable
from the office after they were submitted to the technical section for approval.
Expressing concern over the incident, the members called for a proper system
and to maintain a register to tack the movement of files.
Rohidas Naik sought to know from the chair why bills pertaining to cleaning of
gutters and drains of the last financial year are still pending. To this, the
vice-chairperson, Atul Verlekar maintained that all aggrieved contractors should
put their grievances in writing before the CEO.
The question of undertaking work sans work order also figured at the meeting with the CEO J Bhingui saying that the body will not clear any payments for works done without observing the formalities.
ZP member Joe Dias tabled a motion asking the Hospicio hospital to maintain convenient timings while charging dead bodies preserved at the mortuary. -------------------------------------- HERALD 13/06/03 page 3 --------------------------------------
