What do you mean by "non-official honorary Chairman", Tony? We all know that Chandrakant Keni is the Honorary (i.e. without any emoluments) Chairman of the NRI Facilitation Centre. But was he or wasn't he appointed by the Government - or rather, by the Chief Minister - of Goa? If yes, he cannot be deemed to be "non-official", can he?
