Seems to me that this requirement extends even to riding on personal property.

Dear Mr. Soares,


Thanks for that detailed information. I have received similar (private) e-mails from others describing strict rules in almost all countries regarding the compulsory use of helmets by cyclists. I think we should approach the Government to make such rules for cyclists in Goa too. Specially the younger cyclists whose precious lives are at risk. I hope all the GoaNetters who so strongly support Mandatory Helmets for Motorcyclists will come forward to support this petition to the Goa Government to make helmets compulsory for all Cyclists too.
