Dear Shri Vajpayee-ji, The attached messages will outline to you our anguish with Mr. Manohar Parrikar, the Hon'ble. Chief Minister of Goa, who has become a law unto himself and with all the praise being heaped on him for the performance of the 'State' of Goa it has resulted in his developing a distorted perspective at looking at things. In the attached issue you will see his autocratic action which is at the same time ad-hoc, arbitrary and unilateral without any regard to the existing owners of flats in the premises shows up his tendency to increasingly these days become intransigent and impatient of criticism. The point in the attached issue is simple and can be outlined as follows: 1. The Paraiso De Goa complex was committed to be residential by a Govt.(Construction) Corporation when existing owners bought the flats. 2. The Building Clearance & Licences also indicate the same position that Paraiso De Goa will be residential. 3. There was no consultation with existing owners about giving flats in the Paraiso De Goa to other Govt. Corporations for use as their offices. If the Govt. had compelling circumstances to take this action those of the existing owners who were not willing to continue should have been given a bail-out option. 4. The Govt. has not signed any agreements to put through the sale of the flats to the Govt. Corporation and neither have these Corporations paid the Govt. 5. In the absence of title to the flats the Govt. Corporations have demolished the flats and converted them to offices. These structural modifications have been done without permission or seeking approvals from the appropriate Govt. authorities. The adverse impact of the structural modifications made to the flats on the stability of the building of the Paraiso De Goa has to be assessed. The question to be asked is whether the Govt. Corporations are expected to maintain their commitment to citizens and secondly, whether Govt. as an entity in such matters as outlined in above action by them, does it have more rights than an ordinary citizen like ourselves? These are clearly anti-people actions by the incumbent Goa Govt. Not only that when a representation was made by a group of individual flat owners against this matter to the Chief Minister of Goa on 5th Jan 2004, until date there has been no action by the CM or his office to firstly acknowledge the representation and secondly to act upon it by calling for a meeting or whatever. In a democracy, is not the Govt. expected to listen to its citizens or are we required only at the time when the ballot paper has to be stamped?. We request your intervention by sending an appropriate message to CM, Goa to stop this action by the Goa Govt. which is infringing on our fundamental rights. The above gives you an idea that all is not well in Goa and tells you one incident about the real 'state' of Goa under the stewardship of the present CM, Manohar Parrikar, and this being an election year it may not be wise for the BJP to be perceived anti-people.
