If I am not mistaken, Dr. JC Almeida did his doctorate in Lisbon at the
Instituto T�cnico, and returned to Goa just in time to be integrated into
the Indian Administrative Service. I do not know how he got himself
recognised in the  IAS, but  I have known him as a very intelligent and
efficient administrator. His published study of Goan village communities is
an excellent piece of research.

Eduardo Shivaji Faleiro had also part of his education in Lisbon? He too got
himself marvellously integrated in the Indian politics at the highest levels
(though not through IAS).

Last I met Eduardo Faleiro was in Lisbon in 1998 in official representation
of the Government of India. 

Both proved themselves to be perfectly at ease in the two worlds.

I had the pleasure of working with Dr. J.C. Almeida and Vaman Sardessai in

the Goa Secretariat from 1967-1971 when the former was the Secretary of the

Revenue Department and the latter the Under Secretary of Local Self

Government Department comprising of Revenue, Municipalities, Forests,

Fisheries and Provedoria.  Dr. Almeida was an IAS Officer whereas Shri

Sardessai was promoted to the IAS Cadre.
