Can the Goa Board of S.& HS Education return to revaluation of answer papers ? Should it? If the story of 17 year old Akhil Gupta--whose Physics [theory] marks changed from 13/70 to 55/70 after the President Kalam's intervention with CBSE--is a worthy example, it should. There has been a glaring misuse of the 'revaluation' route by some influential persons to get their children into professional degree courses. A search of the marksheet history of the last few entrants to GMC or GEC or GCP in the late 1970s and early 1980s will reveal the truth. That, however, is no reason to deny the opportunity of proper 're-assesment' of the answer papers to the genuine candidates who have suffered because of the apathy of the examiner...for whatever reason[ lack of physical facilities---the examiners often seat on school benches to correct the papers---lack of incentive in form of remuneration/honorarium/T.A.,etc]. The currect 'verification'[ in presence of the candidate or in absentia] of the final exam papers, by the Boards in India and Goa, is like one of the dubious Lucky Draw raffles floated by many institutions---a money generating exercise in which there are either no winners or only consolation prizes are awarded! If misuse is the reason for discontinuation of revaluation, then even correction and declaration of results should have been discontinued after incidents like that of Shalini Sardinha and Rohan Chodankar. As far as my knowledge goes, the Goa Board is yet to frame the rules for correction of papers and declaration of marks obtained, as directed by the Panaji Bench of the Bombay High Court in the letter petition [PIL] based on the Press Reports on the Rohan Chodankar case wherein the previous Chairman of the GBS&HSE, the late V.D.Parab, had Suo Moto directed the changing of the marks of a boy who answered his Std.XII-Science from Dhempe College-Panaji and then joined GMC ,armed with a fresh marksheet issued without any application from the student for correction. Twice the GBS&HSE and the Education Dept. of Goa has sought extension of time to file the said Rules before the court. Mayabhushan Nagvenkar, fellow Britto boy and then working for the Navhind Times, had exposed the issue. Perhaps he will now follow it up from the Tehelka platform. There is a greater need for accountability when we deal --make or break-- with careers and lives of our young citizens. It is not about money. The youth can generate money; money cannot generate children. In fact, wealth is generally accepted as an effective contraceptive. A look at the declining birth rates of rich classes and countries will convince even a fool. Checks and balances are more easily set up for a limited exercise like re-valuation , than the entire examination process. If such a step is good enough for the President of India to get involved in, perhaps our CM will consider it as well and direct the Goa Board of S &HSE to consider it afresh. Viva Goa.
