Every Mahatma Gandhi Jayanti (birth anniversary) Goa
Government employees dread, the arrival of this Day.

For it was on this day, after the Bharatiya Janata
Party led coalition Government, constituted a
technically legal Government in Goa (24.10.2000) the
CM Mr Manohar Parrikar decided first things first and
he had his way, too.

He believed in Mahatma Gandhi's cherished ideal

CLEANLINESS IS NEXT TO GODLINESS 

So a "hukum" fiat was issued to all and sundry in the
Goa Government to devote the day 2nd October to
a) clean up the office premises / work place toilets
urinals /wash basins 
b) cast away unwanted files into limbo or in the store
rooms
c) remove all scrap broken furniture fixtures
electrical fittings 
d) clean up the walls glued with notices/orders etc
and crushed betul nut leaves (spewed on the walls and
corners)
f) and the same to the outside surroundings as well.

So the  Government staff from bottom to top attended
duties (they were threatened with dire consequences if
they did not-actually no action was taken -- as the
wordings of the "fateful" circular did not contain any
such threat if one read between the lines) 

The success  - yes - Mission was accomplished.

When the public approached any Government Department
for any information.  The answer was "sorry the
records/file not available / destroyed or  either
stored away and difficult to retract.  There is no
estimate as to how many such excuses the public
encountered but that such reasons are  given is
undeniable.

So  files had to made "de novo" . As a matter of fact
it is the administrative policy that once the
Legislative Assembly is dissolved or a new
configuration comes to power in the Treasury benches
most of the representations /files are cast into
limbo, and one begins afresh.

But the next Mahatma Gandhi Day it was the case of the
proverbial three monkey's SPEAK NO EVIL HEAR NO ENIL &
SEE NO EVIL    

There was a move to wipe out the Holiday altogether
after all the right wing hindu fundamentalist were
never Gandhi friendly,  but this did not happen.
The Goa Government employees breathed a sigh of
relief. 

What will this  Mahatma Gandhi Jayanti hold in store
is a question uppermost in the minds of Government
servants.  Well this time it is a Saturday and they
will regret it is one holiday lost because Saturday is
a non working day for the State Government. But are
there any plans?  No 

With the bye-election on 15 October,2004 ( the
official term of the Goa Legislative Assembly ends in
June 2007)to the Poiguinim Assembly Constitutency in
Canacona Taluka there is enough on hand for the ruling
coalition by way of campaigning. 

Nevertheless here are some suggestions   received from
the public, this time for the LEGISLATORS (LAW MAKERS)
to provide the necessary funds and above all carry out
a drive themselves. At the Municipality  Village
Panchayat  Zilla Panchayat Members too could take the
initiative.  

Mission is the same "CLEANLINESS IS NEXT TO GODLINESS
"
Only thing is beginning 2nd October the drive could
continue until 31st October, 2004 

a)   ensure that atleat  our main city/town 
thouroughfares,  railway station, bus terminus, ferry
wharfs,  harbour,  airport public gardens lakes ponds
and on either side of national State highways or
district, village and municipal roads frequented by
international and domestic tourists are kept free from

i)    plastic waste 
ii)   overspilling garbage bins
iii)  "waste waters" overflowing  on roads and public
drains
iv)    unused electric and telephone poles 
v)     construction debris strewn alongside roads and
walkways 
vi)    idle parking of immobile vehicles
vii)   loosely hanging electric wires and telephone
wires  
viii) pavements streets are well swept

b)    hawking zones/ mobile eateries  located in
properly designated places
c)    pedestrians and vehicles are provided  an
unhindered movement 
d)    ensure that Government offices have a people
friendly atmosphere --
i)sufficient sitting place for visitors
ii) toilets are CLEAN TIDY and are USEABLE (adequate
water supply and proper sewage discharge systems in
place)
iii) furniture fixtures which have outlived their
utility are discarded 
iv) files are orderly maintained in cupboards under
lock and key.
v) Notice boards contain only valid notices those that
have outlived their purpose should be removed
vi) electrical fittings are in order and functional
and creaking fans discarded
vii) PADS for use of Rubber stamps are well inked to
render the Inward/Outward mail  ENTRY with signature
serial and date legible (as this is a legal
requirement) 
ix) office layout is aesthetically maintained. 
x) all Government Buildings could have a uniform paint
on the exteriors for easy identification.

e) bill boards / hoardings  that are a mismatch to the
environment be removed or replaced with viewer
friendly ones --  (viz; Cigarette/cold drink/STD ISD
adverts   are an eye sore)

f) All ublic transport vehicles have clean interiors 

g) all uniformed personnel viz Drivers Conductors in
Public transport vehicles, Police personnel & Security
guards etc should wear the same clean and tidy
uniforms.

h) all lakes springs and ponds kept waste free and  
cleaned

i) all tourist spots are maintained clean -- Nominal
Muster Roll workers could be engaged atleast
seasonally 27 September (World Tourism Day ) until mid
May or before the onset of monsoons.

Public believe that if the elected representatives
come forward this Mahatma Gandhi Jayanti Day it would
be message to the masses -- to maintain our tiny
beautiful state in pristine condition.

could head this  CLEANLINESS DRIVE
