It seems to me that the direct threat perceptions to Dabolim itself may be low but those DERIVED from threat pereceptions to Mumbai and to Seabird in its vicinity may be high! Dabolim has the unenviable task of defending Mumbai and Seabird! Why these great places cant take care of themselves may be the next question!
