As things stand it is clear that those 5 MLA's who have "sacrificed by resigning to bring down the Mr Manohar Parrikar (BJP + UGDP combine ) Government have been rewarded by the INC/NCP alliance with a ticket to contest. Resignation and re-election is the new criteria under the amended "Anti Defection" law in force. Now that the BJP has filed their candidates in all the five constituencies including the Catholic dominated Benaulim Constituency the options before the voters are Does the voter wish to put back on the Treasury benches I a) Mr Manohar Parrikar led Govt who stands for stability, development of the State and thereby allow him to complete the unfinished development works in his agenda until the end of the term May 2007 OR b) an INC NCP government who have a PAST RECORD OF instability, multiple Chief Ministerial, Ministerial candidates, of veterans more than two times elected MLA's --- self development and infighting ? OR II Will the communal agenda of the BJP reflected in some unsavoury developments --- viz; striking of Good Friday, St Francis Xavier Feast Holidays, tresspass in " Paco Patriacal, defacing of name plates at Fontainhas, desceration of the Masjid at Porvorim and burning of the church door at Sanguem, communal CD on freedom struggle act as a deterrent to the voters to prefer a lesser evil viz; corruption, self development, infighting by the elected leaders. OR III will the uncertainity before the voters of the permutation and combination post elections 5 June 2005 result in a status quo, dissolution of the House and continuation of Presidents Rule . Incidentally it is the first time since the elections were held in 1952 in the country that bye elections are conducted when the elected members of the Legislative Assembly are placed under suspended animation and Presidents Rule is in force. It may also be of interest to note that the five ex MLAs who are contesting de novo have staked their individual prestige rather than party image at the hustings. This is a development which may not augur well for the INC NCP party Organisation in the State.
