 I just want to add three points to this debate:

One, the confraria has been stripped of much of its
powers by the ArchBishop. All collection of money that
was the unmitigated domain of the Confraria is now
diluted between the parish priest (Fabrica) and the
Confraria.

Besides other things I also  found this..

It seems the Confraria  people still enjoy the supreme powers or privileges. 
Even the parish
priest has nothing to do with the Confraria.  And confraria can be a 
body/committee with as
few as just 3 members. And their decision is final.

Just two years ago, my friend’s father was telling me how the local  confraria 
and the
secretariat of confrarias, Bhishop House made him to run from pillar to post 
and that too for
no fault of his.

My friend father being a parishioner, approach the local confraria for grant of 
small piece of
land from Confraria/Church property (for access road I think). After about one 
year or so the
confraria agreed on the condition that double the area of land be exchanged in 
lieu of small
strip. Accordingly, the confraria made  it own plan by choosing   what part of 
strip of land
to be offered and what part of land to be accepted as exchange.  The file, 
after approval, was
sent to Bishop House. After several chasings, about 2 years, when it come for 
discussion, it
was not approved on the ground that the alignment is not acceptable. However, 
they offered an
alternate (access) area/plan and was sent back to the local confraria for its 
approval..
Now, confraria writes back to say No change is required/possible (without 
assigning any
reason) and where as the secretariat of  confrarias  (Bishop House) says it 
cannot be approve
without  the proposed changes. And my friend’s is sandwiched in between and 
with tears in his
eyes he said ‘where is the true Christian spirit here ?’

Perhaps, the seasoned confraria president or members know what exactly they are 
doing i.e. No
one can do anything without their approval not even the parish priest or the 
parish council or
the Bishop House

In view of above, I don’t think the confraria has been stripped of much of its 
powers, as
said.

I guess lot more has to be done by the authorities to sort out this age old 
mess.

The whole thing also reminds me of so called ‘dirty politics’

now ?
