We've blamed politicians and lobbies ... How about discussing about citizens who collude with the system -- by their silence or tacit encouragement? I know of expats who keep groaning about corruption in Goa, only to make one or two speedy visits here, sell their ancestral land (to one of our current crop of realtor-politicians), take the moolah and run.
