Also, there could be a maze of websites to scan, forms to fill wait for acknowledgement of letters, etc. But I shall relate to you my small stories when I had problems with the embassy/consultate in my sailing days. (1) San Francisco, California. 1978-79 I was on a VLCC (Very Large Crude Carrier-Greek). Was signing off next port (Arabian Gulf). My passport would expire sailing to Gulf. Made an application (thro' the Master) to Indian Consulate for renewal, stating that the vessel was sailing out next day. Vessel berthed way off costing around US$100/- by Taxi up/down. Request agent for car. Entre the consulate. Big crowd. Produced my letter and the passport at the counter. Gentleman says "come after 3 days". I say " read letter". Gentleman points at the notice board - says "come after 3 days''. I say " read letter" Gentleman say " rule for everyone - come after 3 days". I say - rule for these people - no rule for me - read letter". Gentleman say " I can't help you sir - rule for everyone". I grab my passport and letter back -- take 3 steps to the massive door - pushed it open - huge hall - Consul attending some delegation.- I walk - door closes.- Consul watches me walking towards him - Door opens - Gentleman rushes in- Mutters 'sorry Sir, its Ok' to the Consul - takes my hand - walks me back to the counter - says '3 Dollars' - I put 3 Dollars on the counter- Gentleman vanishes back room - flat 5 minutes Gentleman back with stamped passport. RENEWED. The atmosphere is 'silence'. I say to the Gentleman - me from ship- my country send lots newspapers/magazines for me. Give me the latest, all - we are five of us to carry. Gentleman drifts backroom - comes with a load. I say thank you and walk out with a cheesy smile of my mug. (2) Nigeria - Lagos (1982) Self n 3rd Eng. signing off (Port Louis) - fly Lagos- Bombay - one day stayover at Zurich to collect wages. At that time no money in Negeria to pay wages. Arrival Lagos, a dash to the Consulate - 3rd Eng. requires endorsement on his CDC (Discharge book for Examination purposes back home - vital- essential). Enter CS's cabin. Mr. Bhatia on his way out (lunch time). I explain the situation. Very nice man, very sympathetic. Says he will do the job first thing when he comes back at 3. Must collect daughter from school, he says. We wait 1-half hour. Mr. Bhatia comes back. We go in. Sternly says he want a xerox copy. I say, why you not say so before?. Says he don't care. I come out. Approach the receptionist. He wants xerox I say, any one close by? No she says. We have one. But take Mr. Bhatia's permission.Only don't say I told you. I go back. "May I use your xerox pls, Mr. Bhatia?. It is getting late and we have a flight at 4.30. "Who told you we have xerox machine? I don't care about your flight. I want a xerox. - My temperature is 200 degs centigrade. My next question - Who's your Boss.? "High Commissioner" he says. I come out. Receptionist points to the staircase. I am taking 3 steps at a time. Mr. Batra (3rd Eng is shivering with fear reluctant to follow me). Someone comes up running to stop me reaching Commissioner's door. Brush aside. Knock-open door at same time. H Commissioner on phone. Mr. Bhatia informing him of a mad man coming up to see him. We walk. He says sit down. What your problem. I spill the beans including how Bhatia goes to collect his daughter without telling me that I need a xerox. I want my endorsement with or without xerox in time for our flight - I tell the Commissioner. Commissioner says - you had alcohol? - I say - you want me to blow on your face? Commissioner calls Bhatia. Bhatia wants to tell a story. Commisioner cuts his short. Take Mr. Lobo and give him his endorsement. No need of a xerox - he says. We go back to Bhatia's office. Endorsement is stamped in flat one minute. - CDC in hand. I tell Mr. Bhatia - I give you a piece of advice. Don't tell citizens of India who come for work you have to pick up your daughter etc. Just do your job. Because they pay taxes so that you get your salary. Don't forget it ever. -- We walk out. -- Surprised. The entire consulate staff on the ground floor standing as if to applaud. They were happiest that Mr. Bhatia was put in his place for once. Shashikant, perhaps I have agravated your situation. But this is the reason why I have decided to become a politician. I have vowed that every babu in Goa will pay for feeling important, forgetting to do his job. Worst if babu wants a bribe.
