In the scenario presented above - this does not appear to be the case. Perhaps, "swastik" will give us more details as to what the case is....AND....on what basis he/she wants/intends to bring "legal action against an embassy and consulate". It might be interesting to read through the details before offering an answer. Besides, it is difficult to offer a constructive answer in a vacuum good wishes jc
