John, I did not have enough time to go through your long post in detail.
However, what I could decipher in short was that you wanted to buy some
property in Goa. I am confused how you say that you are not a PIO. If you were
born of Indian / Goan parents, that would automatically qualify you as a PIO.
Further, in Goa the civil laws are different from the rest of India. The old
Portuguese laws are followed. Girls as well as boys enjoy equal rights to
property and inheritance.Perhaps a lawyer would guide you better. But even if
you are unable to buy property, there are many people who lease their
properties to expats for long periods and this works out as good as buying
property without the hassles of paying taxes, electricity bills, repairs and
maintenance. I know a person called Mario in Baga who owns the Cavala resort
who has several foreigners who book his place for 6 months every year since
several years. Maybe you could also look at this option.
