Govt to amend Acts, rules to benefit common man: Kamat

Panaji, Oct 13 The Chief Minister, Mr Digambar Kamat has reiterated
his government's stand to provide relief to common man by taking
various necessary steps. He said common man should not be made to run
from pillar to post for his works.
The Chief Minister was speaking as chief guest after inaugurating a
seminar on "Review of Goa Town and Country Planning Act 1974"
organised by Town and Country Planning Department at Secretariat
today.
Speaking further Mr Kamat said, in Goa there are many Acts and
regulations that need to be amended, He said if laws are to be amended
for the benefit of common man the government will not hesitate to do
so.
Mr Kamat said the government was very sincere in its efforts to extend
benefit to common man in the state.
The Chief Minister said with first pace of development, it is
imperative that the amendments and review of the Town and Country
Planning Act are taken up in order to ensure better positive
participation in the complex process of planning.
The Chief Secretary Mr J P Singh said with the increasing force of
growth the development aspirations of people are growing and the
people basically demand transparency in the procedures. He said, the
amendments to the Goa Town and Country Planning Act should enable to
meet aspirations of people, should have adequate flexibility and local
bodies should have effective say in the planning.
Adovacate General Mr Subodh Kantak who spoke on the occasion said, the
Act is 33 years old and needs to be reviewed. He congratulated Town
and Country Planning Department for organising the seminar on the
issue. Some recent ordinances also need to be reviewed in the light of
new planning he added. He favoured unified planning and regulations
for Goa. He said only five per cent of the area is under Planning and
Development Authority.
The seminar that followed the inauguration saw a thorough discussion
on various matters of town and country planning.
Mr Morad Ahmed presented a base paper on the review of Goa Town and
Country Planning Act 1974 while senior Advocaate Mr Manohar S
Usgaonkar discussed at length on the same subject.
Former chief town planner Mr J A De Souza spoke on the same Act. Mr
Rajesh J Naik, Member Secretary North Goa Planning and Development
Authority gave a critical appraisal of some sections of Town and
Country Planning Act via-a-vis persisting scenario.
