Govt empowered to de-notify SEZs, says GMAS convenor

Panaji, Jan 27 The Goa’s Movement Against SEZs (GMAS) today 
demanded that all the land acquisition proceedings for all SEZs 
be immediately dropped and the Goa Industrial Development 
Corporation land allocated for Special Economic Zones be 
reverted back.

“Only then will the people of Goa have faith in the government,” 
the GMAS said.

Earlier, a meeting of various bodies under the GAMS umbrella 
was held in the city to discuss various issues pertaining to the 
cancellation of SEZs including the notified SEZs, in the state 
of Goa.

The GMAS convenor, Mr Matanhy Saldanha, addressing a press 
conference, this evening said that the detractors and the pro-SEZ 
lobby should stop spreading false propaganda that there is no 
provision to de-notify the SEZs. “This is a deliberate attempt to 
misguide and confuse the public,” he added.

Speaking further, Mr Saldanha said that the GMAS wants to 
make it known that there are sufficient provisions in the law 
to undo any decisions or notifications, issued under any central 
Act/ regulation.

“The Section 21 of the General Clauses Act empowers to add, 
amend, vary or rescind notifications, orders or bye-laws,” he 
informed, pointing out “this means the authority which issues 
a notification is empowered to de-notify the same, and therefore, 
the government of Goa is fully empowered to de-notify the 
same, in order to keep its promise to the people of Goa.”

Mr Saldanha also said that the GMAS is shocked at the new 
twist being given to the Food Park, at Quitol by denying that 
it is a SEZ. “If Quitol Food Park is not a SEZ, how does it figure 
among the 15 SEZs approved by the same government, as per 
the information furnished under the Right to Information Act,” 
he questioned.

The GMAS convenor also alleged that it is a well-known fact 
that the Quitol Food Park and the Auxiliary Park, which was 
earmarked as an SEZ, is a fraud on the people of Goa as the 
project is nothing but a huge real estate scam involving 
builders in nexus with the politicians.
