Two months ago I was in Goa and Kerala. Some differences:
1. Goa is lawless, Kerala is not.
2. Any number of people try to fleece the tourist in Goa, Kerala is fair to the 
tourist.
3. Tourism is eco-friendly in Kerala, not so in Goa.
4. Tourism is regulated in Kerala, anarchy prevails in Goa.

It should come as no surprize which tourism industry is headed up and which is 
headed south
(literally).

The current lawlessness in Goa has many parents: 
1. Native Goans, including expats, share responsibility as we have failed the 
motherland.
2. Goan politicians have taken greed to new highs but they are not the sole 
problem.
3. Goan public institutions and organizations are either complicit or impotent 
in stemming the
rot.

Well-meaning, Goa-loving activists, NGOs are not going to stop the overall 
destruction, including
the complete breadown of law and order.
 
There is no point wondering why Goa is going to the dogs. Look in the mirror.
