And BTW I do hope that you are not accusing me of siding with the CTP etc because according to me the entire system of governance in Goa stinks to high kingdom come and I am in the forefront of changing the entire concept of governance in Goa through goasuraj. All that is happening at the Panchayat level can be eliminated if the entire village gets together and wholesomely elect the Panchayat members on a PANEL SYSTEM with a guiding document called MANIFESTO. If this is achieved ( and I do not think it is impossible) then the all pervasive conflict between the Panchayat and the Gram Sabha will be eliminated. To elaborate this, the Last working Gram Sabha would be held in the premises of the Moira Club as resolved by the Gram Sabha resolution and not under the leaking make shift tarpaulin covered hurried arrangement, defying the Gram Sabha resolution.

Hope you are with me on this.

I certainly agree with you when you say that Morad Ahmed cannot reject a
technically sound plan. Certainly not, and I agree that would cost him his
very plush and comfortable chair! The import of my post is that technically
unsound plans are getting passed by the very same TCP of which Morad Ahmed
is THE BOSS. It is no use to say that some underling has received a bribe
and passed the plan! To give you a shipping analogy  buck stops with the
captain of the ship. The high perks of office and its trimmings also carry
a price tag, that of responsibility!
