N Chandrasekharan makes some excellent points. However, there are a few points on which I disagree.
a: It is NOT true that the "Police cannot do anything". IF the public realises that the traffic police have sufficient numbers, are not corrupt and are fair and firm with anybody and everybody, the police will be able to do something about almost everything. b: The legality of activists 'submissions to police for challans' can be tested in court. It also is an avenue for misuse and mistakes. c: I submit that 'interceptions' can be made ONLY by the police. Any other form of interception will lead to vigilante activity. Once again: Once the public know that the police mean business - they will follow the law just like they toe the line at airports. The main reason why "anything goes" is because Anything is allowed to go. Have regular police posts which stop overcrowded taxis and buses, unsafe and non-roadworthy vehicles, and drunk and rash drivers on the highways passing Goa ....and have NO Avenue for Hafta or Bakshish ....all this talk and NGO drama will be inconsequential. It is NOT that it cannot happen in Goa. One needs to visit certain parts of the US ...where anything often goes .....and then see the difference in Coral Gables , Miami. One slight infringement ...and the cops are on your tail. In the UK, the whole place is electronically monitored. There is photographic proof of your violation. Only fools tempt their fate with the chaps watching or reviewing the tapes. In Goa, a less expensive version is possible. TO NOTE DOWN the violations on road and submit the number before the end of the day to the traffic police for issue of challans without any further enquiry into the facts of the same. 6: the Pedestrian crossings are to be marked and manned. If vehicles do not stop, they need to be intercepted
