The said Advocate General seems to have been around for a while, so one may surmise that his advice has to be helping the State and those governing/lording it -- and many bodies (physical and their political lives). His rates also have to have been approved by those in power, and set by someone; or set by him and approved by someone. Or he is just a Politician-at-Large, no matter who is in power. This is a good one to be explored by investigative journalists. Governments are always generous to the demons who generate and feed them, and whom they service.
