This is a non-issue. There is no issue over whether the decision is taken by one parent or both. Incidentally, as I see it, parents overwhelmingly wanting Marathi (or Konkani) is not a concern as these languages are already being given grants at the primary level. The issue is in schools where parents overwhelmingly want English and the medium of instruction, and have been forced to accept Devanagari Konkani or Marathi for the last two decades almost. This has been done on the grounds that the "mother tongue" is most suited for a child's education, and the corollary that Devanagari Konkani is the accepted script for Konkani as the official language in Goa. How these two facts intersect, I really fail to understand.
