Grant—in—aid accordingly will be released to primary level schools (1st to 4th std) with medium in regional language. However, keeping in view the problems faced by a number of schools due to the faulty and legally inferior policy of the Congress government and sentiments of certain sections of the population, BJP assures an amicable solution tothe problem * Adequate benefits to be extended to all teachers who have retired at the age of 58, priorto increasing the retirement age to 60 * Educational system to be in sync with the industrial requirements * All Government schools to be upgraded in terms of infrastructure and quality of education * Grant cum interest free loan scheme commissioned by the erstwhile BJP Government to be re—structured and improved to ensure further support to the educational infrastructure in the state * Grant of scholarships through bursary scheme for the benefit of economically and socially weaker sections to cover their educational expenses * Special emphasis on improvement of primary and secondary education * Enhance educational facilities and benefits for special children and institutions in the field * Provide opportunity to students for educational tours across the country at nominal costs * Widen the scope of Goa Scholar Scheme * Midday Meal Scheme to be improved * Include civic education in school and college curriculum to inculcate civic sense, law obedience, respect for human rights and love for animals and environment * Facility for training in foreign languages to be set up at state level * Promote Goa as an educational hub by starting world class educational courses, including management colleges to provide a range of management courses in business, marketing, hospitality, tourism, hotel and other specialized faculties * Develop and promote R&D institutes and science parks for biotechnology, food technology, nanotechnology, fisheries science, horticulture, environmental science etc * Strive to open a centre of National Institute of Design (NID) * Technical University will be set up in Goa * Free education upto graduation for students whose annual family income is below EMPLOYMENT * An allowance of Rs. 3000 to Rs. 4500 per month will be paid underthe Minimum EmploymentAssurance Scheme * Regularization of all PETS recruits with retrospective effect * Shall ensure that unemployment is brought down by policy incentives to industries to employ locals * To develop gainful employment opportunities, with emphasis on tourism, entertainment, service industry and self employment * Revival and enhancement of Self Employment Schemes like Chief Ministers Rojgar Yojana, Deendayal Swayam RojgarYojana, Kamdhenu Scheme, etc. * Regularization of services of all contract employees in various departments * Creation of reliable ‘Services Facilitation Centers’ to provide employment in various service sectors like vehicle hire/guides/water, electricity, telephone & mobile bill payment centres/courier booking centre/event management facilitators / Market research centres, etc. * Domicile requirement for various benefits to be relaxed up to 10 years for Goa born and educated youth, in the event of his absence from state dueto higher education or employment purpose * Incentives to non polluting industries to generate employment * Short term job orientation courses in order to increase employment potential * Existing schemes for taxi operators of 25% subsidy and CM Rojgar Yojana to be extended to taxis owned and driven by individuals. There shall be similar schemes for mini bus operators and mining truckers in distress, including restructuring of loans and pro rata subsidy * Minimum wages will be reviewed every year * The retirement age of government servants to be retained at 60 and the same made applicable to all government corporations and autonomous bodies except for University teachers where the limit will be 62 as per UGC guidelines * Various small occupations depending on minor minerals such as sand extraction, stone quarry etc. will be provided support including licenses to prevent harassment from authorities TOWN & COUNTRY PLANNING * Regional Plan 2021 to be scrapped. A new RP to be made, keeping in mind Goa's identity and a green, clean and an eco-friendly Goa, in consultation with all stakeholders, including NGOs, Gram Sabhas and Professionals * PDAs will be confined to urban areas only. All areas under PDAs will be taken into consideration while framing the new RP * New construction projects shall be approved only after confirmation of availability of infrastructure such as electricity and water supply, parking, sewage and garbage disposal, etc. INFORMATION TECHNOLOGY * Cyberage Scheme to be modified to ensure that students in class XI and above procure laptops directly from dealers of their choice. The scheme will also ensure free internet connectivity. School students will be provided with tablets (hand held computers) * IT sector to be reviewed and revamped in consultation with IT experts * IT Parks/Habitats to be developed at district level * Free wi-fi connectivity will be made available in all higher educational institutions and wi—fi zones to be created at various public spaces and business hubs INDUSTRY & MINES * Legal mining to be regulated. Dedicated corridors to be developed within 2-1/2 years to ensure safer and trouble free transportation. 60% of royalty received by government on mining will be used for infrastructure, developmental projects, agricultural and environmental revitalisation in the areas affected by mining * One window clearance for new industries,within 1 month of application * Special package to be formulated for SSI * Industrial Policy will be reviewed in totality in consultation with all stakeholders and implemented within a fixed time frame * Create Rural and Traditional Livelihood Fund to leverage advanced training and easy availability of funding to artisans, sculptors, goldsmiths, weavers, ironsmiths, small scale builders, handloom and handicraft workers, etc * CM Rojgar Yojana to be revamped to increase the loan upper limit to Rs. 20 lakhs with 50% interest free contribution to be repaid within 10 years and upto Rs 50 lakhs for Self Help Groups at low interest rate of 3.75% per annum. * Sufficient water (including untreated water) to be made available in industrial estates . * Underground cabling to improve quality of electricity. * Gala type sheds in industrial estates to be constructed for micro size entrepreneurs, auto repair workshops, etc. TRANSPORT * Intra-state Bus Transport to be revamped * Monthly bus pass at 30% and for students at 15% of actual cost * Developing Truck Terminus outside major cities to reduce traffic congestion * Inland waterways transport systems to be developed as alternative modes of transport. * Operating late night bus service connecting majortowns and tourist destinations LAND ACQUISITION * Land acquisition process for private parties including for PPP will not be initiated unless 80% ofthe land is purchased by the interested private party from the owners * Land acquisition for Central Government agencies only when there is vital need * New Land Acquisition Policy to compensate land loss as per market rate. The policy will ensure protection to owners of ST/SC land and land granted under Land to the TillerAct POWER * Generation or power in the State by setting up gas-based power plant and renewable energy sources. * Underground cabling system in the whole of Goa within five years to ensure regulated and uninterrupted power supply. * Special power concession to commercial and residential building having facility to generate and use renewable and green power such as solar/wind HEALTH * The existing Survarna Jayanti Bima Yojana will be modified to ensure better coverage in private hospitals along with a benefit increased to Rs. 2 lakh from the existing Rs. 60,000. * Upgradation of Goa Medical College hospitals to provide super specialty facilities * Upgradation of existing government health centres and hospitals, including Tuem, Kakoda & Chicalim * District hospital administration to be made autonomous by enacting necessary legislations * Existing Mediclaim scheme to be modified to include all critical and emergency cares SCHEDULED TRIBE WELFARE PLAN * A sum of Rs. 300 Cr per year will be earmarked to ensure better housing and employment opportunities and increased agricultural land holdings besides funding other beneficial activities in educational and social sectors for ST population * 2500 backlog vacancies for ST population in Government sector shall be filled within 6 months through aspecial employment recruitment drive * ST Department & Corporation will be active participants in the development & upliftment of ST population * Strive to ensure that proportionate seats are reserved for ST in State Assembly SPORTS & YOUTH AFFAIRS * Football to be declared an official state sport and to enjoy government patronage * Develop community centres/sports grounds/concert halls, gymnasium, health club in each major village * Sports policy to be implemented for encouraging individual excellence as also to propagate the concept of sports for health * Sports University to be set up to conduct specialized courses in sports and faculties like sports medicine, biomechanics, sports psychology and management * Youth Development Council will be established to discuss and give recommendations to government on youth welfare * Job placement cells in each educational institution at college level HOUSING & TAXES * Total abolition of House Tax on all dwelling houses of personal use in Panchayat areas. In case of Municipal areas, this will be applicable only to dwellings which belonging to those who are Below Poverty Line (BPL). Panchayat and Civic bodies will be compensated accordingly. * Affordable housing for everyone to directly address the increasing demand and the substantial increase in prices * The issue of houses built on Communidade land and resulting in encroachment to be addressed within one year * Evacuee property issue at Mayem to be resolved within 100 days * Problems faced by flat owners due to non—formation of housing society will be resolved by enacting appropriate legislation TOURISM * New Tourism policy to be effected to place Goa on the world map to generate local employment and revenue, as also to attract quality tourists New shack policy to protect local stake holders * Encourage private participation to develop tourism infrastructure such as theme parks, water kingdoms, aquariums etc * Maintenance and cleanliness of beaches through local participation * Development of adventure, health, religious and ecotourism and other sub-sectors to ensure longer tourist stay in the state * Conduct training of human resource for tourism industry such as beach security patrol, tourist guides etc * Heritage tourism to be encouraged through a special package for maintenance of heritage structures and homes * Create authorities forthe purpose of development of infrastructure in specified tourist clusters to include areas in Vagator-Anjuna, Tirakhol-Morjim, Arpora-Siquerim, Colva-Cavelossim, Bogmalo-Majorda, Agonda-Canacona villages * Each cluster to get Rs. 50 to 100 Cr annually for developing tourism infrastructure through special purpose vehicle set up for the purpose * Development oftourism in hinterland/backwaters etc. WOMAN, CHILD & SOCIAL WELFARE * Under Ladli Laxmi Yojana Scheme, girl child to get Rs. 1 lakh in the bank account on completion of 18 years of age towards marriage expenses * Every housewife to get an allowance of Rs. 1000 per month to combat price rise * Setting up of old age homes and care centres for senior citizens * Fixed price to be maintained of gas cylinders for 5 years * Provide land for crematoriums, cemeteries, kabrasthans as per requirement * Reintroduction of Ambedkar Awas Yojana for landless Goans * Special package for Anganwadis including remuneration and retirement benefits to be increased in accordance with cost of living * Policy to ensure purchase of notified items required by Government through Mahila * Self Help Groups. Also, shops for selling of products manufactured by self help groups will be provided at prominent markets in the state * Dhangar Community to get all benefits available under ST status until their official inclusion inthe STlist HERITAGE * Prepare and execute a master plan for conservation, development and maintenance of heritage sites such as Tambdi Surla, Old Goa, etc. * Establish a special force for the security of heritage monuments, museums and religious institutions URBAN & RURAL DEVELOPMENT * Goa to be plastic free within a period of three years * Garbage Management for the entire state within 18 months in consultation with all stakeholders * Urban Revitalization Plan of Rs. 2000 Cr. in phased manner in five—year to municipal areas and urbanized townships * Major cities and upcoming urban localities to be covered by underground sewage facilities * Rehabilitation of people living in shanty areas and in sub hygienic conditions INFRASTRUCTURE * A six-|ane Zuari bridge to be constructed on a priority basis * New bridges to be constructed connecting Camurlim-Tuem, Chodan-Pomburpa, Calvim-Corona, Keri-Terakhol, Chorao-Ribandar, Kumbharjua-Gawandali, Panaji- Betim, Talpane, Galjibag and at Borim * Desilting and repairing of all nullahs, ponds and lakes * Repair of sluice gates and bundhs to prevent salination of agricultural land * Get over bridges, under bridges constructed wherever required for easy commuting * Four laning of NH17 to be carried out bypassing established settlement areas such as Porvorim, Nuvem, etc * Develop a world class convention and exhibition centre to attract nationa|/ international participation * Upgradation of the existing NH 4A highway to four laning as required. Construction of flyovers on the highway at major crossings * Supply of 12-hour uninterrupted drinking water daily within the next two years throughout the state and 24 hours supply within five years. * Comprehensive traffic management plan forthe state * Garbage treatment plants for disposal / recycling of garbage * Gardens, Playgrounds, Nana-Nani Parks at each village as per requirement GENERAL * Price of petrol to be reduced by Rs.11 per litre by abolishing Vat * Chief Minister to cover one taluka every week under the Jan Sampark program * Government Servants Housing Scheme to be strengthened with increased loan limits * Special Housing policyto be implemented for police personnel along with resolution of grade pay issue and washing allowance of Rs.1 500 per month. * Make NRI cell fully operational for the benefit of Goans in foreign countries. * Establish a Minority Commission * Render assistance to people of all religions to visit their respective places of worship. * Subsidised pilgrim tours for all communities to Vailankanni/Shirdi/Ajmer etc. * Lighting masterplan for Goa to illuminate and beautify city gardens, streets, heritage structures and areas of tourist interest * Participation of Non Resident Goans (NRGs) to be encouraged for Goa‘s development * Government notification for employment to be widely circulated with copies marked to all religious heads.
