Joe,
Here in N. America, everyone pays for travel services e.g. airline tickets, 
hotels, car rentals, etc with a credit card. 
There are two reasons for this:
1) You usually get six weeks (interest free) to pay for the credit card charges.
2) If the airline goes bankrupt before you fly, the credit card company will do 
all the work to get your refund. 


Secondly, some travel services like car rentals and hotels can only be reserved 
with a credit card. These businesses will not make you a reservation if you 
suggest another payment method. Once the reservation is made by credit card, 
the vendor blocks a certain amount on the card. An amount more than what he has 
quoted you. Even if you lose/cancel your card before you pay your bill, the 
vendor is still able to get every last cent he is owed. This is good info to 
remember the next time they get an email from the scamers informing you that 
your relative has had their wallet stolen on vacation.


To answer your question above, a bank will process a transaction the moment it 
receives instructions from the customer. Delays in refunds are usually because 
the customer has not sent in the proper instructions or does not have the cash 
to cover the instructions.
