Corruption is so ingrained in the Indian mind-set, including Goa, that I doubt
it will be ever
erradicated under our free-wheeling democracy. I have observed with chagrin
over the past
decade that I have lived in India that corruption exists from the highest
levels of Government to the lowest levels. No amount of platititudes, hunger
strikes, disruption of Parliament etc. will erradicate this vice, as it cuts
across all parties. Only a heavy handed dictatorial regime with the death
penalty perhaps will take care of the problem.
