    I don't know if it would take more time than it is worth, but would 
something like what KDE does for its releases help? That it, have a web page 
that lists those things that aren't yet included, those things that are 
partially implemented, and those things which are done. Of course, the 
problem with that system is that it's rarely updated, so it doesn't give an 
accurate view of what still needs to get worked on.
    Speaking of KDE, something like their "Junior Jobs" might also help speed 
things up. That is, list those things that need to get done, but could be 
done by a reasonably competent person without a lot of intimate knowledge of 
the system.
    Just some ideas to help things move along...
