Hi Thomas. You don't need a new Google App Engine account to sign up
for GAE for Java. If you've previously used your mobile number to
activate a previous account, you can use the same account name in the
Java runtime sign-up form (http://appengine.google.com/promo/
java_runtime).

Out of curiosity, what errors are you seeing in the SMS Issues form?
