As an update, this page:

says "If you are using App Engine with your Google Apps account, you
can sign in to App Engine for your domain using a URL similar to the
following, where your-domain.com is your Google Apps domain:

https://appengine.google.com/a/your-domain.com";

I do have a Google Apps account (to remap the domain name) so I tried
that. Strangely, it takes me to a "start" page where it says "Create
an Application" as though I never had one. It doesn't show the app
that DOES show up in my Apps Dashboard

https://www.google.com/a/cpanel/<myurl>/Dashboard

And when I click "Create an Application" it takes me to the same
verify-SMS page. So now I'm wondering if it has more to do with the
Google Apps account than with the gmail account. (Should I put the
same phone number in and would it work to verify the Apps account?) In
any case I still can't create a second application. My appid is
rakontu by the way.
