Hooray, it's finally fixed. I can create more apps. So if anybody else
has this problem (Ian?), filling in the SMS issues form is the way to
go. It's a convoluted way to get a solution, and perhaps Google could
address the Apps issue directly in future. But a workaround is always
worth nearly as much as a fix so I'm happy :)
