Google is not in the title of Bing.  Much like Zune, MSFT had a marketing
firm make suggestions based on domain availability, user feedback, and
marketability.  The Joke "but it's not Google" was a press thing after,
internally the joke was "But It's Not God" implying Google could be
defeated.  I was there and had input on the decision surrounding the
selection of the name.   This is very different than saying that the title
of your product is "This is Not Google" or "Ting" for short.

If your Links pass authority which they do as they are presented on the page
you as selling links.  

That is not against the GAE TOS, but is against the Google Search, and
Google Adsense TOS.  That doesn't mean GAE will care, but it isn't something
to build a business model on.

I didn't look at it this way. The way I thought is that users will buy the
"tags" they associate with an url. Is this same as buying a link?

I had no idea this was against the TOS. If it is of course I will move on to
building another app. I think GAE is a great platform to learn.
I hope someone from Google will chime in and set this straight. If it is not
allowed, i will just use it as my link organizer.
